Create an extension to register Joomla! tasks/projects.

Reading this wiki filled with project ideas triggered this idea. Create an extension where you can define task/project ideas, add some pre-defined informatio to it, add simple workflow (take, deliver, test, implements...or something else) and offer the option for registered users to "take" the idea/project.
