Web Link Submission Layout

Shows a form that allows a Registered User to submit a Web Link, as shown below. This only works for users who are members of the Authors, Publishers, or Editors group. Members of the Registered or Public groups will not be able to submit articles even if this page is visible to them. If the page is visible to a user without the correct access level, they will get an error message when trying to load the page.
