The "original" page name is MediaWiki:privacypage and is hardwired into the system.
The Monobook and Joomla skins have been patched to use "jprivacy" rather than "privacy" for the footer link and render it via $this->msgHtml($aLink). See also MediaWiki:jhostedby.
