::Hmm, we are caching, but I'll have to check a few settings. The difference could have been between logged in vs not logged in, which I just verified. File caching definitely needs an adjustment. Public pages(not logged in) are cached in a completely rendered html state for speed for anonymous. From memory, they are supposed to be invalidated by time, but I can't remember off hand the time frame setting(hrs vs days).
