Propose a change of

<div style="float:right; margin: 1em;"> __TOC__</div>

to

<div style="float:right; margin:0 0 1em 1em;"> __TOC__</div>

Will create a better top and right margin. TOC will be even at the top and even on the right edge which will eliminate the line which exits the right side of the TOC box.
